New England’s Hydropower Line Is Working, But The Payoff Is Still Unclear

New England’s new hydropower transmission line was supposed to be a major win.

The project, known as the New England Clean Energy Connect, or NECEC, began carrying electricity from Canada into Maine in January 2026. Supporters saw it as a clean-energy breakthrough. The line was built to bring Canadian hydropower from Hydro-Québec into New England, with Massachusetts as the main customer.

For Massachusetts customers, the financial risk may be more controlled than the physical power-flow risk.

Canary Media reported that the contract includes provisions requiring Hydro-Québec to compensate utilities if it fails to deliver as required. Joseph LaRusso of the Acadia Center said Hydro-Québec would be responsible for making electric utilities whole for replacement power costs if imports are curtailed.
