Senior Attorney & New York Office Director
Cullen Howe is Senior Attorney and New York Office Director. He works on energy efficiency, demand management, local energy resources, grid modernization, and climate change issues, with a focus on New York state policy. Cullen comes to Acadia Center from the New York City Council, where he served as Legislative Counsel. Previously, Cullen was an environmental law specialist at Arnold & Porter Kaye Scholer’s New York City office, where he researched a wide variety of federal and state environmental issues focusing on climate, green buildings and energy efficiency. Cullen holds a J.D. and Masters in Environmental Law, both with honors, from Vermont Law School and a BA, cum laude, in Political Science from DePauw University where he was elected to Phi Beta Kappa. He resides in Manhattan.
