Roger is one of Connecticut’s most experienced energy and environmental attorneys. His work at Acadia Center focused on sustainable energy policy, including energy conservation, renewable resources, and utility system planning. Roger has been particularly involved in designing and implementing energy planning and procurement policies in Connecticut. He represented  Acadia Center on Connecticut’s Energy Management and Conservation Board. Roger was previously counsel to Tyler, Cooper & Alcorn and a partner at Silverstone & Koontz in Hartford for 17 years. His legal practice focused on representing nonprofit organizations and small power producers on a wide variety of energy and utility issues. He ran the Conservation Law Foundation’s Connecticut office in the early 1980s. Roger was also executive director of Connecticut Legal Services and began his legal career at the New Haven Legal Assistance Association. He holds a JD from Yale Law School and a BS in chemistry from the University of Illinois.
