Acadia Center Comments on Rhode Island PUC Performance Incentive Mechanism (PIM) Proposal

Acadia Center submitted written comments in response to the RI PUC’s consideration of performance incentives within National Grid’s 2021 Energy Efficiency Program and 2021-2023 Three-Year Energy Efficiency Plan. Acadia Center urges National Grid and the PUC to steer the energy efficiency programs in a direction that better serves historically underserved customers, including low- and moderate-income households, renters, and non-English speakers, which are all significantly less likely to participate in and receive benefits from efficiency programs. Acadia Center recommends that the PUC expand the use of performance incentives to deliver greater benefits for residential and low-income ratepayers. Acadia Center is actively engaged in state’s Energy Efficiency Technical Working Group and the Energy Efficiency Resource Management Council – stakeholder groups tasked with developing recommendations for the state’s implementation of energy efficiency programs.
