Acadia Center Objection to the Companies’ Motion for Recusal

As CT's PBR implementation dockets near a final decision, the CT electric utilities jointly filed a Motion for Recusal asking that PURA Chair Gillett be recused by the rest of the Commission due to allegations of bias in managing the PBR proceedings. Acadia Center has been a participant in these dockets since they began and determined it was necessary to file an Objection in response to the Companies' Motion. The Objection lays out the value of PBR proceedings, the Companies' claims' lack of relevance to the proceeding, and the subtextual reason for the Motion: that the PBR proceeding threatens the utilities' ability to unreasonably inflate their profit margins by changing the underlying regulatory framework to reimburse results instead of spending. The Objection asks that the Motion be denied.
