Comments in Opposition to Maine Bills to Retroactively Abolish Net Energy Billing
Two bills that would each retroactively abolish Net Energy Billing (NEB) have been filed and scheduled for hearing in the 132 Maine Legislature. I have opposed both bills, and my comments have been filed with the Energy, Utilities and Technology Committee, where they have been scheduled for hearing. The NEB program has been responsible for the rapid growth of solar in Maine, including the 1.2MW solar array in my town. Large developers and their investors rushed to Maine to take advantage of the credits and $ they could receive for renewables, and the NEB statute has (since 2022) been revised to limit the large developer benefits of NEB. There are many solar projects in Maine waiting for interconnection as it is, so solar will continue to grow.
