ISO-NE Tx Owners, Consumers Debate ROE Inputs and Methodology
In filings submitted in late August, New England transmission owners, state agencies and consumer groups debated the methodology and inputs used to determine the base return on equity rate set to take effect on Nov. 30 in ISO-NE (ER26-2389).
Other participants proposed rates in this general range. A group of state regulatory agencies from Connecticut, Maine and Massachusetts advocated for 9.65%; a coalition of municipal light plants recommended keeping the rate at 9.57%; the Massachusetts Municipal Wholesale Electric Co. and New Hampshire Electric Cooperative proposed 9.79%; consumer advocates from five of the six states called for 9%; and the Acadia Center argued that FERC should either keep the current rate or implement a new rate of no more than 9.32%.
